Administrative Services is responsible for a variety of human resource functions within the City of Albany. Administrative Services oversees subsidiary Departments: Personnel, Purchasing, Central Services, Civil Service, Equal Employment Opportunity, Fair Housing, ADA Compliance and the Human Rights Commission.

Disability Access is essential to the City of Albany. The ADA Coordinator is responsible for overseeing ADA implementation and compliance efforts. The Notice of ADA rules, Grievance Procedure and ADA Complaint Form can be accessed via the links below as well as at the Department of Human Resources in City Hall in Room 301.
The ADA Coordinator has also convened an ADA Advisory Committee to involve the public and members of the disabled community in the City’s work to make our City more accessible. Meetings are opened to the public. Meetings are not regularly held. For information as to the time and place of meetings contact the Department of Human Resources in City Hall in Room 301.
Civil Service Commission
The Municipal Civil Service Commission
is responsible for the administration of the Civil Service Law
for municipal employees, as well as the protection of their rights. The Civil Service Commission maintains employee records, arranges with the New York State Department of Civil Service to conduct examinations, and prepares eligibility lists to provide candidates for municipal employment. The Personnel Office
The Personnel Office is responsible for developing, administering and maintaining a City-wide personnel policy. The Director serves as chair of the Personnel Council and secretary to the Municipal Civil Service Commission
, thus insuring that jobs are filled as required by local and State law. In addition, the Personnel Office is responsible for administering employee benefits relating to health insurance, retirement, EAP and Workers' Compensation. Personnel also maintains a computerized time record-keeping system to track accrued benefits, and organizes training programs for City employees. Employment Resources
