The Office of Human Resources administers employee benefits, civil service, recruitment for the City of Albany.
Effective immediately, all new hires must be vaccinated against the COVID-19 virus, unless they have been granted an exemption for religion or disability. If you are offered city employment, this requirement must be met by your date of hire, unless an exemption is received and approved by the Office of Human Resources. Below, please see forms that must be completed by your medical provider or clergy by the date of hire.
Civil Service within City Government

Municipal Civil Service Commission
The Municipal Civil Service Commission is responsible for the administration of the Civil Service Law within the geographic boundaries of the City of Albany, which includes the City of Albany, Albany Public Library, Albany Parking Authority, Albany Housing Authority, and the City School District of Albany.

Although you can apply from any internet-enabled device, computers are available in the Human Resources office for your use—and our staff can assist you with applying for a job or civil service exam.

Because the majority of the City’s workforce are unionized, additional benefits are included in individual union contracts.
Don’t forget about other benefits offered by vendors for being a government employer (such as cell phone discounts and Public Interest Loan Forgiveness).
Employees can find copies of their respective union contracts and the City-wide policy and procedures manual, make changes to their benefits, access their paystubs, and much more on the City intranet and e-Suite/HR portal.
The City of Albany Intranet and e-Suite/the HR Portal, however, must both be accessed from a City computer or a City laptop with a VPN.
