Alfredo D. Balarin was born in New York City to Peruvian immigrant parents and he moved to the Capital District to attend college. He received his Bachelor’s degree in Political Science and his Master’s degree in Education Administration from the State University at Albany. He currently works at Hudson Valley Community College as Director of EOP and Student Life. In 2018 Mr. Balarin was selected to join the inaugural class of Fellows at SUNY's Hispanic Leadership Institute which is charged with developing and supporting the next generation of executive-level Hispanic/LatinX leaders across the SUNY system. Mr. Balarin’ commitment to youth development has been a part of his career from day one and he continues to be an advocate for families within his community.

Alfredo has lived in the 11th Ward for almost 20 years. He was a founding member of the Midtown Neighborhood Watch in 2005 and served as part of the leadership team for the Beverwyck Neighborhood Association from 2013-2017.  In November of 2017, Mr. Balarin was the first Latino elected to the City of Albany Common Council. He currently serving on the Finance, Assessment and Taxation Committee, Planning, Economic Development &Land Use Committee and the Public Safety Committee. Mr. Balarin is a proud resident of the City of Albany, where he lives with his wife, son, and two dogs.
